DISSECTING THE MOST SIGNIFICANT POLITICAL MESSAGE IN THE COMMUNIQUÉ

The communiqué the federal member states issued earlier today carries three very important and politically significant messages.

First, the communiqué states in an unmistakable fashion that the federal member states truly cares about the well-being and political cohesion of our people and the national security interests of our country. Furthermore, the communiqué says that the federal member states want a genuine, honest and transparent political dialogue with the senior political leadership of the federal government.

Second, federal member states presented facts regarding the past experiences that they had with the senior political leadership of the federal government. They stated that they do not believe that Farmaajo is interested in engaging a genuine and serious political dialogue that could help resolve the current political impasse. Hence, they want a third party mediator that can also serve as guarantor for the implementation of any future agreement. In addition, they also want the agenda of any meeting to be clear and agreed upon in advance.

Third, they expressed genuine concerns about the security of Mogadishu. Thus, they want the location of any meeting between the two parties to be held somewhere else that is agreed upon in advance. The political significance of this point is that the federal government has completely lost the security of the Mogadishu to Al Shabab and that the federal member states’ presidents do not feel secure to be in the capital.

In any event, it seems that the federal member states have decided to stick with their guns for the time being. However, what is most significant politically is the level of unity and solidarity the federal member states have achieved in a relatively short period of time. This is unheard off in the Somali political context.

For now, at least, it seems that Farmaajo’s “divide and rule” using illicit money from Qatar is not as effective any longer.
